Does ZoogVPN work in Russia? Two recordings say yes
Russian restrictions work differently from China's. Rather than a single wall, the DPI equipment installed on carrier networks throttles some services into uselessness and blocks others outright — and it has been specifically tuned against VPN traffic signatures. We tested the two services that most people actually miss: YouTube, which is throttled, and Instagram, which is blocked.
YouTube
The recording compares the unusable state without protection against correct loading through the tunnel. YouTube in Russia is the clearest case of throttling rather than blocking — the page half-exists, and video does not play. Through the VPN it behaves like YouTube.
instagram.com does not load at all. ZoogVPN connects to Austria — Vienna on Shadow, exit IP 89.39.64.26, and the site opens.
Shadow again, and a nearby server
As with the China tests, both Russian recordings run on the Shadow protocol. If you take one practical thing from this page, that is it: the protocol picker is the setting that matters, and Shadow is the answer. Unlike the China tests, the exit here is a short hop away — Vienna — which is worth knowing because a nearby European server keeps latency low enough for the connection to feel normal rather than merely functional.
A recurring theme in the user reviews we analysed is exactly this: people in Russia describing connections that held up after other VPNs stopped working for them, and crediting the obfuscation protocol by name. The recordings on this page are the first time we have been able to check that claim against something other than more reviews.
The limits of these two recordings
- Snapshot, 21 September 2026. Russian DPI configuration changes; a working exit today is not a promise for next month.
- Two services, desktop browser. Mobile apps, mobile carrier networks and other blocked services were not tested.
- The exit country was legible in the Instagram recording; the YouTube one does not surface it. We are not going to tell you which server that one used, because the frame does not say.
